Geography determines so much of life. I know, I know, this is not an original thought. Many books have been written on the topic. I’ve read a couple and been impressed, but not as much as I have going through a hurricane and its aftermath.
I’ve been looking at the map of the USA. Florida just dangles down there; surrounded by water; vulnerable, vulnerable, vulnerable. I wonder if I will ever again feel safe here.
So I’m looking at the map; searching for a place that is not too cold, not too hot, and not near any big bodies of water. Will I actually move when this Shangri La appears? Who knows. But having a safe haven during hurricane season is now high on my list, so I’ll keep looking and thinking.
San Diego has the best weather year round that I have experienced, but is expensive and on the water, so you could have hurricanes. Some place like Prescott, Arizona meets some of your criteria, although I might choose someplace like Austin, Texas, because it is temperate and has some culture.

I don’t believe there is a place that will satisfy your dream of a Shangri La! Best to find a place with friends and family nearby. My humble opinion!
I would add, a place not to close to the coast with an elevation above 200’😃
